The first phase in this tussle may thus be described as a clash between the official masters of ideology on the one hand and the majority of the masters of the State and the economic apparatus on the other. In order to maintain its collective grip on society, however, the bureaucracy as a whole needs to control both ideology and the adminis­ trative and repressive apparatus, so that allowing a rift of this kind to develop was a risky venture, especially if it could not be quickly closed.
